After and exhaustive search (well 5 minutes anyway) of the Web I
found this (which appears to be on a local (to me) site)

is the wrong way round for the UK and I am not sure what the language is
(looks like German). Nothing related to headlamp adjustment could be
found on the DETR site :-(
However EU legislation is a real challenge!!!
