If both your low beams have gone out, it's pretty unlikely to be the bulbs
at fault.  I'd suggest taking off the seat and opening the fuse box, making
sure all the fuses are intact and sitting properly in their sockets.  While
you're in there you can check the relays are sitting properly in their
sockets too - on the 99 ST there are three black cubes on the right-hand
side of the bike, under the seat.  A 2000 model might not have the same
number of relays.

If it's neither of those problems then it could be a loose connection
somewhere on the wiring harness or on the back of the headlight switch (if
you have one on your bike).  Let us know what you find!
