Personally if I want the pipe in the high position I just take that
bracket off. It may take 10-15 minutes max. About the same to put it
back on. Its a little tricky but you can do it without having to remove
the tail section panels. Usually I just leave it down when the panniers
off, I have never had any problems with it touching in the corners.
