I can't suggest a good over gear rainsuit, I have been using the Joe Rocket
Balistic Jacket and pants.  They aren't the most comfortable above 85 deg,
but are very water tight.  I'm thinking of trying the Rihno jacket, anybody
seen one in person?  Do they have good back vents?  They claim it also has a
waterproof liner.  As a side note, Rukka used to make the best rain suits,
but I think they went back to just boating equ, or atleast stopped importing
to the US.
