Bolts for luggage brackets.

Hi all,

When checking over my bike this weekend, I noticed that it only has 3 bolts
(2 right and 1 left) for side luggage brackets (where they connect to the
rear subframe).  There appears to be another hole for second left side bolt.
Is this some remnant of the stock setup, or (more probably) has one bolt
vibrated itself out?

The dealer installed the bags for me.  Is this the location of the
mysterious incorrectly sized OEM bolts that come with the bracket setup that
I've read about here?
