Brett,
I have never removed my front wheel and have the same problem
in the same spot. Any idea if this is a warranty fix?

Funny, you should ask...I recently reinstalled my wheels on the bike after
polishing the rims, and two days later noticed I had the crinkling of the
silver paint on the left side fork just above the two tightening bolts
are--but it was never there before. I clearly must have overtightened the
bolts, causing a slight warping of the metal, and thus wrinkling the paint.
Damn..
