The key phrase is "on the average".  So it depends on how hard you are
on equipment.  If you ride a lot of miles per year, or ride relatively
hard, your repairs are likely to be higher than the actuarially set
cost, and you would be well served by the additional warranty.  If you
are like me, and don't get as much chance to ride as you would like,
are mostly a low-mileage local rider as opposed to a high-mileage tour
rider, and seldom push the mechanical limits of the machine, you are
better served by saving your money.

(I used to calculate warranties on electronics equipment, so I have some
modest experience in this area....)
