handlebar buzz

ok two things i have noticed,

1. my handlebars BUZZ when i am cruising along at between 3500-500rpm.
Give me a solution...besides going faster then 5000 or slower then 3500

2.  i think i have the same fuel sender problem.  the light comes on and
i put a whole 3 gallons in  the tank, then i drove for a bit (20 miles)
and the  reserve light came on...and it is not like i am taking the bike
in anytime soon so hopefully i can live with it for awhile.
