Have you checked the air filters / intake for obstruction? No mice living in
there or nothing?
You say it runs rich when you give it gas, so either there is too much gas
or not enough air entering the cylinder. I suggest checking a few things
before you go taking apart the carbs. First thing would be to take the lid
off the air box and see if it runs better that way. Then have a good look
for leaking or pinched hoses. Eliminate as much as you can before tearing
apart the carbs.
The choke isn't stuck on is it?  Does the bike start cold without any choke?
The float height is important so check the float height first.
 After all the other stuff has been checked if you can't find a problem
there, check the spring and diaphragm.
