Ken,

If you plan on removing the rack on occasions then you might take the 
opportunity to tack weld the lock nuts to the reinforcement plate. 
This means that you can remove the rack without having to dismantle 
the rear bodywork. I also replaced the supplied bolts with good 
quality stainless items after several listers reported problems with 
the bolts stripping their threads.
