Pannier lock answer

Remove the plate and tumblers?  Sure, it you want to do it the easy way.
That was my next thought, but as I'm much better at taking things apart than
putting them together I was sure I'd find a jigsaw of 20 small pieces
scattered on the countertop when I slid the tumblers out.  Fortunately there
were only 10 pieces and only one fell out on the first lock.  Thanks.
