Jesse,

I seen some dual exhaust systems mounted under the
seat on an ST designed/installed by South Bay Triumph
in Lomita CA.  There where NOT triumph cams.  They
look and sounded reeeaall loud.  However, I don't
think that you could use them in combination with
panniers.  You would have to ask them.

Good luck searching and let me know if you find one. 
I would like to put one on my RS.
