rear hub clamp bolt question

Hi , i have a 99 st i bought in febuary of 99 so it might be early edition, 
any way im looking at the clamp bolt on the rear hub after i tighten my 
chain, the bolt is turned down in the center and has a hole in the center of 
the bolt. the center on this bolt is hollow i actullay stuck a nail down it 
to make sure. i looked at other new bikes the bolt is solid anyone else seen 
this . pete n.y.
