Maybe technically they damp in one direction and rebound in the other, just
as a shock does? But given the small size of steering dampers it would seem
they wouldn't have a spring (they don't have to support any weight) so I
would think they would all dampen in both directions equally. I'm as
baffled as you are by Freddie's comment.
