Nope, no helmet lock, but I think the general concensus is that they are a
waste of time (and money), unless you've got a crap helmet that you don't
mind losing.  It only takes a second to cut the chin strap.  Someone
mentioned that you can hook onto something under the locking seat and hang
the helmet from there, but I wouldn't bother for the same reason.

As for the cargo net, I would suggest considering the top rack (which
replaces the grab rail).  This will complement the panniers nicely and can
be used for that quick jaunt to the grocery store when the panniers aren't
mounted.  The top pannier (45 litres I think) mounts to the top rack, but I
don't care for the the looks -- huge storage capacity though.  I prefer to
strap on a big duffle bag to the top rack if I really need the extra
storage.  Works for me!
