When I bought my bike with the 3 bag setup, the dealer screwed up and
ordered the top bag separately from the panniers, so they weren't keyed
alike. They ordered a new set of 9 matching locks and left it up to me to
install them. To get the old ones out, use a screwdriver to pry the tabs
away that they snap into. It is a slow and tedious process. I seem to
remember also having to remove the plate from the bottom of the tumbler
itself, but I think that was only because they didn't include new ones in
the kit.
