[ST] what's this fastener?

Hey all.  I put my framesliders from lilley's on this weekend.  On the
right side, there was a washer that threads onto the housing around the
hole the torx-head bolt goes through.  This washer has 4 slots in it.
There's a pic here:

What is this for, and should it be left in place when replacing the
torx-head bolt with the bolt that's part of the slider?  I left it in
place, as it didn't seem to interfere with anything, as you can see in
another picture on that page.

Anyway, the sliders were easy to put on, and I did the left side without
removing the side fairing.  They are also hardly noticeable on my bike,
since it's black.
