When I went to Spain and France this year I had hard panniers and a soft
tail-bag. I frequently cursed that I hadn't invested in a top-box as
everywhere we stopped I had to remove the tail-bag and cart it around with me
in the sweltering heat :-(
Go for the hard luggage then when you want to stop touring and have a walk
around before you get to your destination/hotel you can leave your gear in
relative safety.
