[ST] What makes brakes grab?

Over the last few days, I've made three different stops from low speed
that left me saying "ouch!" because they wound up being much more
sudden than I'd planned.  Now, either I've managed to forget how to
come to a smooth stop, or my brakes are being grabby.

I don't like the first theory, so I'll go with the second for now.
This is NewBooh, with something like 1500 miles on the clock, so wear
shouldn't be much of an issue.  What causes brakes to be grabby?
