[ST] Mystery plug, radiator cap

OK, I'm putting the pannier racks and belly pan on as we get ready to head
up to SF, and while I have the bodywork off, I notice a mystery plug on the
right side of the engine (see uploaded picture). Bueller? Anyone??

And I try and open the radiator cap to add some Water Wetter, and am
finding that with comfortable levels of force it's not budging...it turns
and releases, but won't lift off.  ???


Inquiring minds want to know...
