I'm afraid it's a force of habit over here in UK.  There are quite a few
crooks who clone cars and motorcycles to sell and to commit crime, that's
one reason.  You can also contact our driver registration department and
after sending in a few pounds and some rubbish on  a form ie (I was involved
in a non stop collision on a car park and I want the keepers details to pass
to my insurance) and hey presto you have the location of a nice shiny Black
RS 'with an oval can' to nick!  A sad indictment of our country but it
happens, a lot!
