Matt,

Your the first one in this discussion that has mentioned this problem with a
'99.  Is there a kink or deformation in the hose from the reservoir to the
master cylinder on your bike?  I'm trying to establish a root cause.
Raising the reservoir took the kink out of the hose so I'm theorizing that
it is the kink that is the culprit here and not necessarily the reservoir
height.  If you have no kink then the height may also play a factor.
