I haven't had any problems with mushy brakes on my '99.  The brake lever 
travel, however, gradually increases over time, but the brakes always 
have the same power and feel once the lever gets there.   Problem solved 
by removing the calipers and 'exercising' the brakes some.  As the bike 
gets more miles (18,000 so far), the problem seems to be going away. 
The brakes haven't been touched since the 12,000 mile service.
