The rear is used by the UK police bikers in exactly the fashion you
describe or so I have been informed by the police rider instructors I have
met.  ie to balance the pull of the bike during slow speed manoeuvring
using throttle, clutch and rear brake.  Also use of the rear brake when in
those final few feet before stopping prevents the unsightly front end dive
as the much more effective front brakes grab. Plus the increased use of
the rear brake in wet weather means a rear end slide (which is eminently
preferable to a front end) becomes apparent before the front goes.  And
finally it can be used to gently bleed off speed in a tightening corner
(however, on the ST I find engine braking more than sufficient)

That's how I was taught 24 years ago - I don't think much has changed
apart from the tyres are better now.
