Daphne,
as far as I know (I'm not a cop, you see!), it's for similar reasons here in
the UK.
In London, where traffic is often dense and slow or non-moving, paramedics
on bikes are a good idea, as they can filter and weave through stationary
car traffic and reach the scene of the accident much quicker.
The same applies to motorways - after all, if there is a RTA or a pile-up on
a motorway (as in foggy conditions, not unknown here in the UK), then the
immediate outcome is that much or all of the traffic grinds to a standstill.
In such situations, an mc is ideal for filtering or even riding along the
hard shoulder to reach the scene long before any police car. I'm assuming
that funding is limited for such luxuries as police/medical helicopters - or
is it just because they might have nowhere to land?!
I will try and sort out some pix for you once I get my PC up and running -
that's where I have all my graphic files stored.
