Chris,

You really do have a valid point.  But, because of all the varied and many 
"extenuating circumstances" (re: barrister Westcott's post) and a WHOLE 
bunch of other scenarios I could (but won't) postulate this stance is 
unwinnable and unenforceable.

Your point of EVERYONE being personally responsible for there actions is 
well taken.  We would all be much better off if the bimbo with the cell 
phone AND the squid in the tank top would both wise up or kill each other 
off.  Darwin award candidates all.
