I've had better rear brakes on a pushbike!!  I'm with Dave on this, I practically need to stand on the thing to get any reduction in speed.  
Is this indicitive of others experience????????

I don't perceive my ST's rear brake as being particularly weak.  In
fact, the other day I did a few miles of San Francisco city riding
using just the rear, and it behaved quite nicely.
