Due to the design of the modern fork, I don't think you will find a tool 
that will suck it all out. You may be able to remove part of the fluid by 
suction but not all. You are better off removing the front wheel and then 
remove the bolts in the bottom of the tube.

As for putting it back in, I always use height in the tube, not volume 
(especially if you are not sure that you have removed all traces of 
previous oil)
