[ST] Stiff throttle

I have a 99 ST with over 21,000 miles on it.  It has the heated grips.  I
find the throttle to be a little stiff in comparison to my other bikes
(mostly Japanese, but a Ducati too) and it's really bad when the heated
grips are on.  Just returned from a 900 mile weekend and it was annoying me.

Has anyone had a similar problem?  Any suggestions on how to get the
throttle to be less stiff?  The throttle moves just fine when the bike isn't
running, so perhaps it's characteristic of the bike.
