Yes, cooling the fluid in the radiator with the fan does help.  The fluid
not only continues to circulate exactly like warm/cold air but also the
temperature of the fluid tries to equalize itself across the entire volume
of fluid.  This has the effect of 'drawing' (not the correct term, but it
works) the heat from the fluid in the engine.

The reverse works also.  For cars with engine block heaters, they heat the
cooling fluid inside the engine block.  Once it starts to get warm, both the
fluid and the heat start to circlulate through the engine, warming the
majority of the engine.

I've always been under the impression that the coolant does actually
circulate after the engine has been turned off because of the
temperature differential between the coolant in the radiator and the
coolant in the block. I imagine it as something akin to cold air/warm
air circulation. However, my meager grasp of the science behind such an
effect, if it does exist, should really be called a leap of faith. :-)
