Why don't you just put a $10 radioshack meter across it and see when it
exceeds the rating?  
Maybe you could use a slow blow fuse?

I couldn't agree more, for 10 bucks or so from a local bike/ski store I
haven't been happier
I think mine is a Sugoi (SP?) bicycling balaclava, not thick enough to make
my helmet tighter
but thick enough to break the wind
