For racing, it is added to just water, since antifreeze must be removed for
safety. Because of the high temps of a racing engine, and the relatively
poor cooling characteristics of plain water, it makes a lot of sense to add
"Water Wetter".
For street use it can be added to the standard coolant mixture, although
I'm not sure it's going to provide a lot of benefit in this situation since
temps are generally going to be in the range that the standard coolant can
handle.
