Has nothing to do with engineering out character and everything to do with
saving money. Remember, Honda sells relatively few VFRs here and desperately
wanted to keep the price in line, which isn't easy with so many other
changes made to the model.

At least on the American side of Honda, there's considerable awareness of
keeping character in a motorcycle.
