Topcase and panniers, yes.  Take the key(I'd suggest the pannier key) and 
tumblers/locks into a good locksmith and they should be able to make the 
locks match the key you want.  Unfortunatly the ignition key and the bag keys 
are different blades with different cuts to them.  So they are not so easy to 
match.
