Mike,
David hit the nail on the head.  The can won't affect the
download if the engine isn't running!!!  It's not uncommon for
there to be a bad wire or connection in the test loom.  If it
won't accept the tune they need to diagnose the problem.

The fuel system itself has a huge range of adjustment.  I've seen
ST's with the idle CO set so high [over 10%] that barely ran.
Ask them to load the tune & set the CO to 3%.
