Not necessairly. The computer has the ability to coorect for small 
chanes. However, if you change the filter and exhaust you should have 
the perfomance tune installed.

The exact same thing happened to me at the 6,000 mile service. I also 
have a 2000 ST. The bike ran great up to 6000 miles. The motor was 
execptional. But, after the 6000 mile checkup I started having the same 
problem you're experiencing. After going back to the dealer several 
times he finally changed the idle air valve stepper motor. The stalling 
stopped, but the surging continues and that wonderful low end power off 
idle is gone. Some day I'm going to try a power commander  to change the 
fuel map.
