While what you say is true, Chicago also uses oxygenated fuels and I
consistently got between 50 and 60 MPG using that fuel when I lived
there.

  While it is great that the internet makes it possible for people all
over the world to communicate with each other, as on this list, it can
also create subtle problems that one might not imagine.  One of these
problems is confusion regarding some of the fuel mileage numbers being
thrown about lately.  One should remember that one "Imperial", or U.K.
gallon is the equilvalent to 1.20095 U.S. liquid gallons.  Therefore, a
bike that gets 50 miles per U.K.gallon would only get 41.6 miles per
U.S. gallon.  To further complicate matters, in some more polluted areas
of the U.S., like here in the metropolitan Southern California area, the
fuel makers are allowwed to add up to 10% oxygenate to the fuel.  This,
in effect, causes the engine to run leaner, for reduced emissions.  The
tradeoff is that there is actually 10% less hydrocarbon fuel in the
gasoline, with a resultant drop in fuel mileage.  The same machine is
now only achieving 37.44 miles per U.S. gallon, with 10% oxygenate
content.  To make matters worse, the fuel makers vary the level of
oxygenate based on pollution levels, and even weather conditions, so it
is difficult to know what is in the fuel at any given time.  I hope that
this information helps to put some of the numbers into perspective,
rather than cause more confusion.
