[ST] balance shaft

I cannot believe the actual gear for the balance shaft would be off a tooth
with every revolution. The balance shaft wouldn't do much balancing! It has
to spin at crankshaft speed to work! The backlash gear I can understand
being tooth off, because it's just reducing gear (or sprocket) wear, and
doesn't have to be timed.
