Steve,

I have one of the Lilley carbon huggers and it came complete with all the bolts
necessary. I didn't have to reuse the Torx bolts from the old brake hose cover.

Did ya lose the little plastic bag of bolts that comes with the hugger?
Maybe you left it with your cleaners and polishes????? ;o)
