[ST] Triumph soft pannier problem

Howdy!  I must be dumb or something, 'cuz I just spent two hours trying to 
put on the soft bags for my RS.  I have all the brackets installed, but when 
I try to attach the panel protectors, the 1/4 turn fittings do not reach the 
1/4 fasteners by the passenger footpegs.  They seem to be about a quarter of 
an inch off.....no matter as hard as I push, they just won't engage.  The 
fittings work fine with the rear fasteners.  Did I put the brackets on 
wrong?  Can someone describe how they have them attached to the passanger 
footpegs?
