My procedure for this is to:

Slacken top yolk clamps
REPEAT
   Slacken the top nut (chrome dome)
   FOR 4 iterations DO
      REPEAT
         Tighten the adjuster nut little by little
      UNTIL significant lock-to-lock resistance can be felt
      REPEAT
         Slacken the adjuster nut little by little
      UNTIL no lock-to-lock resistance can be felt
   ENDDO
   Clamp the top nut
   Check lock-to-lock resistance
UNTIL no lock-to-lock resistance can be felt
Tighten top yolk clamps

The numerous iterations are to ensure that clamping the top bolt doesn't
upset the adjustment, and equally importantly, to convince yourself that you
got it right!

The tricky bit comes in trying to feel what 'significant' and 'no' in the
above code mean - hence the 4 iterations. The outer loop ensures that
tightening the top nut doesn't affect the adjustment.

The Triumph procedure is slightly different:

Slacken top yolk pinch bolts
Slacken top nut
Slacken handlebar clamp screws
Tighten adjuster nut to 32 N m
Loosen adjuster nut
Tighten adjuster nut by hand to eliminate free play
Hold adjuster nut and tighten top nut to 65 N m
Tighten top yolk pinch bolts to 20 N m
Tighten handlebar clamp screws to 22 N m
Check free play

In either case, I would recommend using the Triumph adjuster tool
(T3380140 - actually a T300 series tool - available through Lilleys), as
this has 3/8" slot for a torque wrench. (You only need the one!)

BTW, top nut is 30 mm (single hex socket recommended).
