This was the first time I yanked the tank, and was in for several surprises. 
My expectation was to remove a electrical connection and a couple of quick 
disconnects.

What I found was these 2 extra hoses that I had my question about. Plus 
another tiny rubber hose and 1 more electrical connection.

To answer your question about accident vs. design, I don't feel it was 
either. I didn't know what I was getting myself into, I found 3 more hoses 
than I expected and 1 electrical connection that hadn't expected.
As I was pulling the tank up, I'd find something connected and I'd 
disconnect it because I didn't know what was on the other end. I didn't know 
that the 2 hoses were just "dangling".

What I really learned in the process was that I need to buy a manual. I'm 
thinking there are 2 manuals available, can anyone suggest which one is the 
best, or what the differences are between the manuals. I want torque 
settings + detailed identification of parts.

Daniel,

The tip over hose connects to the front nipple. Just curious: everytime I've
pulled the tank, I leave the hoses connected and reroute them down when
reinstalling. Did you dissconnect them by accident or design?
