I don't known for sure. However, Ohlins USA only gave me the part before 
the slash as the part number, which leads me to believe that the part 
before the slash is the only significant part of the mark (WRT spring 
weight).

Doing some more wild guessing, I'd guess the "-54" is the 15.29kg/mm 
spring, while the "-64" is the 16.29kg/mm spring.

There are significant differences in riding style and rider preference 
that could explain this. You may be a very smooth rider, and one who 
prefers a softer spring than average (or, at least Ohlins' idea of 
average). If it works for you, great!
