it's a little bit of electrical goodness
that plugs into the back of the headlight
bulbs. it modulates the intensity of the
high beam somewhere between 30 and 70% (?)
of full power, at about 240 cycles per minute.
it is legal here in all 50 (US)states.
it includes a photo-sensor that ceases modulation
under low light conditions, and is wired such that
both high and low beam continue to work in the event
of a failure.

the modulator in combination with the phillips
vision-plus bulbs give a nice eye-catching
display to the attention-impaired drivers here
in the states.
