[ST] Dealers and panniers

Hi everyone:
	I think the reason why many dealers don't install the panniers is because of the extra work to install the brackets and the added cost of the actual panniers. If a prospective buyer wants the bike without the panniers then the dealer must remove the bracketry, etc and waste more shop time and might have a set of bags in an unpopular or unwanted colour laying about. It's probably whay the bikes are sold w/o the panniers and the owner decides to add 'em later or to order them with the bike.
