Sometimes, to be competitive, a scratched pannier cover is more than the
profit on a bike.

I guess my responce to both replies would be.

Here are my guesses, the dealers have more than one in stick. When I picked
up my BRG, they had 3 more in crates, so they probably have an extra one to
sell.
As well, I would suggest that a scratched panier cover is a lot less money
than
the profit they make on a bike.

But's thats just me.
