That's actually the fuel pump I think, and Mine has always done it.  I've
heard its  only a matter of rotating the pump in its clamp a bit to fix that
noise, but you'd have to take the tank back off, and remove the pump
assembly from the tank to get to it. and there are about 15 bolts that hold
the pump assembly on.  I decided I liked the distinctive whine after all.
