True, but there's an online form at 
<https://wtbwww05.fcc.gov/Tin_registration_new/> to apply for your 
license.  And, yes, it does cost $75 for a five year license.  I got 
one, even though there's nearly zero chance of my ever being busted for 
operating a GMRS handset without one.  The advantages of GMRS (greater 
distance, fewer users competing for the same channels, optional 
repeaters) outweighed the costs for me.
