True if you short across the switch the light should come on.  But if it
doesn't I don't think it necessarily means the switch is bad.  Shorting
across the switch ensures the circuit is closed and power should go to the
light.  If the light still doesn't come on that would tell me that there's
an open somewhere between the switch and the light.

Or just short the two leads that go to the rear master cylinder switch,
brake light should come on.  If not, chance are you have a bad switch.
