I don't agree that performance below 2k is irrelevant.  That's where you
slip the clutch starting off.  However, an engine that puts out more than 2
HP/cu. in. should be expected to have bad habits at low RPM.  My '02 RS
will pull from 1500 if asked to gently.  It does not surge, but you can
easily feel the power pulses down there.  Mine DOES have a lean surge at
light throttle between 2000 and 3500 and a startling jerk at tip-in,
particularly below 3500.

lug the bike at that low an rpm.  Sure, the ST has lots of torque, but
come on, downshift sometimes.  :)

You might also try running a bottle of good quality fuel injector
cleaner like Chevron Techron through it, although your bike sounds
pretty new, so maybe this isn't necessary.
